Purpose

To seek authorisation for the Head of Legal
Services to carry out the necessary legal and administrative
procedures required to introduce a proposed Experimental Traffic
Regulation Order, in so far as it relates to the introduction of a
Proposed Experimental No Stopping At Any Time Restrictions (Red
Route Clearway) on Moss End Way, Woodward Road and Acornfield Road, Kirkby, as per Schedule 1 appended
to the attached report and as shown on the drawings numbered
PT/TM/7724.

Decision

That:-
 
(a)      Approval is given to make
an Experimental Order under the provisions of sections 9 to 13 of
the Road Traffic Regulation Act 1984 the effect of which will be to
amend the Knowsley Metropolitan Borough Council (Prohibition and
Restriction of Waiting Loading and Parking Places) (Civil
Enforcement and Consolidation Order) 2015, in so far as it relates
to no stopping at any time restrictions on Moss End Way, Woodward
Road and Acornfield Road, Kirkby, by
the temporary suspension of the Map Schedule detailed in Schedule 1
appended to this report for the duration of the order and the
temporary addition and insertion of the Map Schedule detailed in
Schedule 2 appended to this report for the duration of the
order.  The extents of the proposals are
as shown on plan number PT/TM/7724 appended to this report and as
described below:- 
 
No stopping at any time:
 
•         Moss End
Way (both sides of the carriageway) – For its entire
length.
•         Woodward
Road (both sides of the carriageway) – From its junction with
Acornfield Road to its junction with
Hammond Road.
•        
Acornfield Road (both sides of the
carriageway) – From its junction with Woodward Road to its
junction with Bradman Road.
 
(b)      The Head of Legal Services
is authorised to carry out the necessary legal and administrative
procedures required to advertise the Experimental amendment to the
Traffic Regulation Order referred to above (for a maximum period of
18 months), pursuant to the Road Traffic Regulation Act 1984 and
the Traffic Management Act 2004 (and regulations made under those
Acts) and to make the provisions of this order as advertised
permanent if there are no objections which remain unwithdrawn.
 
(c)      Approval is given to the
undertaking of an extensive post implementation consultation
exercise on this Experimental Traffic Regulation Order should
objections be received within the first six months of its
operation.
 
(d)      Should objections be
received within the first 6 months operation of the Experimental
Order hereby authorised, a future report is to be submitted on its
effects and the consultation exercise referred to in decision item
(c) above, which shall include an appropriate recommended course of
action.
