Purpose
The purpose of the report is to seek approval
in accordance with Contract Procedure Rule 12.2.3(b), to modify the
contract with Change Grow Live. This
will allow recruitment of additional co-located posts funded
through the Dependency and Recovery funding from the Probation
Service. The reasons for the decision are, as required by Contract
Procedure Rule 12.2.3(b) The additional services by the original
supplier have become necessary and a change of supplier cannot be
made for the following technical and economic reasons.
The total value of the modification is less
than 50% of the original contract value.
This enhanced funding will add capacity across
Probation Delivery Units across Knowsley to increase the number of
people accessing treatment and recovery services. The main aim is
to establish best practice and enhance joint working relationships
between the Probation Service, Local Authority and CGL
(Knowsley’s Integrated Recovery Provider), through defining
clear and concise support pathways for individuals within the
Criminal Justice System, who have issues with addiction and
criminality.
Working in collaboration, all services will
ensure that those individuals that have been sentenced to an
Alcohol Treatment Requirement (ATR) or Drug Rehabilitation
Requirement (DRR) and/or are released from prison or subject of a
referral from probation services, will receive personalised support
that is tailored to their specific needs and circumstances.
CGL along with the Probation Service, will
review what substance(s) an individual has issues with, where they
are in their recovery journey and where they want to be, whilst
addressing their current risk and need. In addition, it is
imperative to provide support for those people on probation using
non-opiate drugs where this has been identified as a concern by the
probation practitioner.
Decision
The Executive Director (Resources) and
Assistant Executive Director (Public Health) are recommended, in
accordance with Contract Procedure Rule 12.2.3(b) to:
(i) Approve the
modification of the scope of the contract with Change Grow Live
(CGL) from 21 December 2023 to 30 June 2024 to increase the
expected capacity of residents able to access the service from CGL
to allow recruitment within Knowsley Probation Service for
additional CGL staff, to be co-located and based in Knowsley
Probation Service; and
(ii)
That the Procurement and Legal Team be
authorised to issue the relevant contract modification
documentation.
