Purpose
The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule 12.1.5(e), to
waive Contract Procedure Rule 8, and award the contract to Knowsley
General Practitioners (GP’s)to deliver the mandated NHS
Health Checks Programme.
The following circumstances are considered
exceptional justifying the awarding of a contract without
competition:
The GP’s have been delivering the NHS
Health Checks in Knowsley since 2015 and they are deemed the most
effective sole providers locally. Knowsley has explored other
models of delivery over the years since the National programme
began, however, it has frequently come up against issues with the
sharing and recording of patient data onto the GP systems. Delivery
of NHS Health Checks by GP’s locally is recognised as taking
a best practice approach and not something that the Council could
undertake safely or effectively in line with the NICE Guidelines
due to clinical nature of the intervention e.g.; blood testing, and
the recording of patient data. It is
for these reasons that a direct award is suggested as the most
viable option to enable continuity of care for our Knowsley
residents.
Decision
By Executive Director (Resources):
(i) That Contract
Procedure Rule 8 be waived, in accordance with Contract Procedure
Rule 12.1.5(e), to permit the award of a contract without
competition to deliver the mandated NHS Health Checks
Programme;
By Assistant Executive Director (Public
Health)
(ii) That a contract be
awarded without competition to Knowsley General Practitioners to
deliver the mandated NHS Health Checks Programme from 1 April 2024
to 31 March 2027; and
(iii) That the Procurement Team
be authorised to make the necessary arrangements for the issue of
the relevant contract documentation.
