Purpose

The purpose of this report is
to seek approval, in accordance with Contract Procedure Rule
12.1.5(c), to waive Contract Procedure Rule 7,
and award a contract without competition to Modeshift for Knowsley Council membership including
Local Authority School and Business licences to extend a current
nationally recognised travel plan engagement and accreditation
programme within schools and workplaces in Knowsley.
 
The reasons for the decision
are, as supported by Contract Procedure Rule 12.1.5(c):  The
requirements are proprietary or
patented, which, in the opinion of the Senior Officer are only
obtainable from one supplier, and it can be demonstrated that no
reasonably satisfactory alternative is available.
 

Decision

By
Executive Director (Resources):
 
(i)   That Contract Procedure Rule 7 be waived, in
accordance with Contract Procedure Rule 12.1.5(c), to permit the award of a contract without competition,
to continue to deliver a nationally recognised travel plan
engagement and accreditation programme with schools and workplaces
in Knowsley.

Head of Highways and Capital Delivery:
 
(ii)  That a contract be awarded
without competition to Modeshift for
Knowsley Council membership including Local Authority School and
Business licences to implement a nationally recognised travel plan
engagement and accreditation programme with schools (from
1st April 2025 to 31st March 2029) and
workplaces (from 1st April 2025 to 31st March
2027) in Knowsley; and

 

(iii)  That the
Procurement Team be authorised to make the necessary arrangements
for the issue of the relevant contract documentation.
