Purpose

The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 6.5, for a JCT Minor Works Building Contract with Contractor's Design 2024 to be awarded to Marshall Property Construction for a roof refurbishment scheme at Huyton Library, Huyton.

The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the winning bidder has been identified as providing the most economically advantageous offer to the Council.

Alternative options considered

Do Nothing: This option was considered and rejected as the works are integral to the building’s fabric and are necessary to ensure safety to users of the building. 

Deliver in house: This option was considered and rejected because the Council does not have an in-house building works team.
