Purpose

The project will ensure the continued adherence to the Energy Performance of Buildings (England and Wales) Regulations 2012, which requires Display Energy Certificates (DECs) for UK public buildings, with areas over 250m2, to show actual, operational energy performance (rated A-G) and promote transparency. They help contribute towards net-zero targets by identifying improvements in an accompanying Recommendation Report identifying energy-saving measures.  The previous contractor had not produced the required documentation for a number of Council buildings prior to 1 April 2026.

Decision

That the Head of Communities approves:-

i)               That, in accordance with Contract Procedure Rule 6, a contract be awarded to TEAM Energy Auditing Agency Ltd for the production of Display Energy Certificates (DECs) and Recommendation Report (RRs) for the time period prior to 01 April 2026.

ii)              That the Head of Legal Services enacts related legal documentation to enact a contract following a direct award with TEAM Energy Auditing Agency Ltd.

Alternative options considered

The option to not go ahead would result in non-compliance for the buildings requiring DECs. This option was rejected.

Development of internal service provision would require additional training to Level 3 Diploma in Display Energy Certificates and registration with an accreditation body.
