Purpose

To seek approval for the award of a contract to CASS Design Consultants Ltd for the role of Principal Designer (building regulations) for 5-8 Cavendish Walk.  A complaint procurement exercise has been undertaken in accordance with Contract Procedure Rule 9 and the most economically advantageous bid has been identified.

Decision

The Director (Development and Infrastructure) hereby approves the award of a contract to CASS Design Consultants Ltd for the role of Principal Designer (building regulations) for 5-8 Cavendish Walk for a period of ten months.

Alternative options considered

Do Nothing/Not Award: This option was considered and rejected. Under the Building Safety Act 2022 and associated regulations, the appointment of a Principal Designer for Building Regulations is a statutory requirement to ensure compliance with the Building Regulations throughout the design and construction process. Failure to appoint would expose the Council to significant regulatory, programme and delivery risks and could result in non-compliance with its legal obligations.
