Purpose

Delegated decision report to direct award contract for technology enabled care call monitoring and mobile response to falls in the community.

The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 5.3.2, for the award of a contract to Progress Housing Association Limited for technology enabled care call monitoring and mobile response to falls in the community from 1 December 2026 to 10 May 2028.

The reason for the decision is that Progress Housing Association Limited are a member of LOT 4.3 of the Northern Housing Consortium Technology Enabled Lives (TEL) Framework which provides for call monitoring and mobile response. A ranked award is possible in accordance with the framework agreement and the Public Contract Regulations 2015 which was the legislation in operation at the time.

Decision

(i)       That, in accordance with Contract Procedure Rule5.3.2, a contract be awarded to Progress Housing Association Limited for technology enabled care call monitoring and mobile response to falls in the community from 1 December 2026 to 10 May 2028.

(ii)       That the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.

Alternative options considered

This option was considered and rejected because the current contract for falls mobile response will cease on 1 December 2026. If alternative provision does not replace it there is a risk that people who have fallen in the community may have extended waits for North West Ambulance Service (NWAS) to attend to them whilst NWAS responds to more urgent calls. Increased waiting times are associated with a greater risk of harm to the person and an increased likelihood of hospital admission.

The call monitoring service is currently provided through a separate contract. That contract will cease on 23 February 2027. If nothing is done to replace it could put vulnerable people at risk if they are unable to raise alert should they require urgent support.
