Purpose

The purpose of the report is to seek approval
in accordance with Contract Procedure Rule 12.2.3(a), to modify the
contract term with YMCA Together for Homeless Prevention and
Accommodation Service (Alt Bank House Hostel) to extend the current
arrangements on a short-term basis of two months up to 31 May 2024
as provided for within the existing contract at clause B1.2.
 
The reasons for the decision are, as required
by Contract Procedure Rule 12.2.3(a): The modification to extend
the term of the contract, has been provided for in the initial
Quotation or Tender documents in precise and clear detail with
regards to scope, nature, and conditions under which the
modification may be used. This includes provided for options to
extend. The extension to the contract period is being recommended
as the service demonstrates value for money and performs well.
 
The report is to also seek approval in
accordance with Contract Procedure Rule 12.2.3(c), that the
contract with YMCA Together for Homeless Prevention and
Accommodation Service (Alt Bank House Hostel) be modified to
include the continuation of the rough sleeper post for the period 1
April 2024 to 31 May 2024.
 
The justification for the decision is as
required by Contract Procedure Rule 12.2.3(c):  The additional services by the original supplier
are the same as the existing support contract and have become
necessary and a change of supplier would cause significant
inconvenience and duplication of cost to the Council and the total
value of the modification is less than 50% of the original contract
value.

Decision

(i)       That, in accordance
with Contract Procedure Rule 12.2.3(a), the contract with YMCA
Together for Homeless Prevention and Accommodation Service (Alt
Bank House Hostel) be modified by extending the term as provided
for within the existing contract at clause B1.2 from 1 April 2024
to 31 May 2024.

accordance with Contract Procedure Rule 12.2.3(c), the contract
with YMCA Together for Homeless Prevention and Accommodation
Service (Alt Bank House Hostel) be modified from 1 April 2024 to 31
May 2024 to facilitate the continued employment of a Rough Sleeper
post.     
 
(iii)      That the Procurement /
Legal Team be authorised to issue the relevant contract
modification documentation.
