Purpose

The purpose of the report is to seek approval
in accordance with Contract Procedure Rule 12.2.3(a), to modify the
contract with Everton in the Community for the delivery of the Safe
and Steady Exercise Programme. There are provisions within the
existing contract at Clause B1 to extend for further periods of
time up to a maximum of 24 months in aggregate. This modification
seeks to utilise the full available extension period, from 1 April
2024 to 31 March 2026.
 
The justification for the decision is, as
required by Contract Procedure Rule 12.2.3
 (a): The
modification is provided for within the existing contract in
precise and clear detail with regards to scope, nature and
conditions under which the modification may be used.
The report also seeks approval in accordance
with Contract Procedure Rule 12.2.3(c), to modify the contract with
Everton in the Community for the delivery of the Safe and Steady
Exercise Programme to include an increase in the original tendered
rate of payment to deliver this contract.
 
The justification for the decision is, as
required by Contract Procedure Rule 12.2.3 (c), is that additional
services by the original supplier have become necessary and a
change of supplier would cause significant inconvenience or
substantial duplication of cost to the Council and the total value
of the modification is less than 50% of the original contract
value.

Decision

(i)       That, in accordance
with Contract Procedure Rule 12.2.3(a), the contract with Everton
in the Community for the delivery of the Safe and Steady Exercise
Programme be modified by extending the term by 24 months from 1
April 2024 to 31 March 2026 as provided for within the existing
contract at Clause B1.

(ii)       That in accordance with
Contract Procedure Rule 12.2.3(c), the contract with Everton in the
Community for the Safe and Steady Exercise Programme be modified,
to include an increase in the original tendered rates for the
extension period of 24 months from 1 April 2024 to 31 March 2026,
from a combined £0.067m for Years 1 and 2, to £0.053m
in 2024/ 2025 and £0.054m in 2025/2026.
 
(iii)      That the Procurement Team be
authorised to issue the relevant contract modification
documentation.
