Purpose

The purpose of this report is to seek
approval, in accordance with Contract Procedure Rule 9.1.3 (k), to
an exemption from Contract Procedure Rule 7, and award a contract
without competition to Hill Care Services Ltd for the provision of
up to fourteen general nursing beds in Knowsley.
 
The reasons for the decision are, as required
by Contract Procedure Rule 9.1.3 (k): there are exceptional
circumstances which justify this award without
competition.  These relate to:
 
•         The need
to ensure placements are secured for vulnerable local residents
that serve their best interests and those of their
families.  These need to be local
in-borough placements.
 
•         The
absence of any alternative in-borough provision, taking into
account the current market position for such provision in
Knowsley.

Decision

By Executive Director (Resources):
 
(i)       That an exemption
from Contract Procedure Rule 7 be approved, in accordance with
Contract Procedure Rule 9.1.3 (k), to permit the award of a
contract without competition, for the provision of up to fourteen
general nursing beds within the borough of Knowsley.
 
By Assistant Executive Director (Adult Social
Care):
 
(ii)       that a contract be
awarded without competition to Hill Care Services Ltd for the
provision of up to fourteen general nursing beds in Knowsley from
17 July 2024 to 8 October 2024 including an option to extend for
further periods of time up to a maximum of 12 weeks in aggregate,
up to 1 January 2025; and
 
(iii)      That the Procurement Team
be authorised to make the necessary arrangements for the issue of
the relevant contract documentation.
