Purpose

To seek authorisation for the Head of Legal
Services to carry out the necessary legal and administrative
procedures required to introduce a proposed Experimental Traffic
Regulation Order, in so far as it relates to the introduction of a
Proposed No Waiting At Any Time Restrictions (Double Yellow Lines)
on Arbour Lane, Broad Lane and Moss Lane, Kirkby, as per Schedule 1
appended to this report and as shown on the drawings numbered
PT/TM/7872/02.

Decision

That:-
 
(a)      Approval is given to make
an Experimental Traffic Regulation Order under the provisions of
sections 9 to 13 of the Road Traffic Regulation Act 1984 the effect
of which will be to amend the Knowsley Metropolitan Borough Council
(Prohibition and Restriction of Waiting Loading and Parking
Places)(Civil Enforcement and Consolidation Order) 2015, in so far
as it relates to no waiting at any time restrictions on Arbour
Lane, Broad Lane and Moss Lane, Kirkby, by the temporary suspension
of the Map Schedule detailed in Schedule 1 appended to this report
for the duration of the Order and the temporary addition and
insertion of the Map Schedule detailed in Schedule 2 appended to
this report for the duration of the Order.  The extents of the proposals are as shown on plan
number PT/TM/7872/02 appended to this report and as described
below:- 
 
Proposed Prohibition of Waiting (No waiting at
any time):
 
Arbour Lane (west side) -From its junction
with County Road for a distance of 85m in a northerly
direction.
 
Arbour Lane (west side) - From a point 131m
north of its junction with County Road for a distance of 50m in a
northerly direction.
 
Arbour Lane (west side) - From a point 245m
north of its junction with County Road in a northerly direction to
its junction with Moss Lane.
 
Arbour Lane (east side) - From its junction
with County Road for a distance of 287m in a northerly
direction.
 
Arbour Lane (east side) - From a point 365m
north of its junction with County Road for a distance of 211m in a
northerly direction.
 
Arbour Lane (east side) - From a point 604m
north of its junction with County Road for a distance of 93m in a
northerly direction.
 
Arbour Lane (east side) - From its junction
with Moss Lane for a distance of 223m in southerly direction
 
Broad Lane (both sides) - From its junction
with County Road for a distance of 24m in a southerly
direction.
 
Moss Lane (south side) - From its junction
with Arbour Lane for a distance of 15m in an easterly
direction.
 
(b)      The Head of Legal Services
is authorised to carry out the necessary legal and administrative
procedures required to advertise the experimental amendment to the
Traffic Regulation Order referred to above (for a maximum period of
18 months), pursuant to the Road Traffic Regulation Act 1984 and
the Traffic Management Act 2004 (and regulations made under those
Acts) and to make the provisions of this order as advertised
permanent if there are no objections which remain unwithdrawn.
