Purpose

The purpose of this report is to seek
approval, in accordance with Contract Procedure Schedule 1, 6.5.2
(iv), for a JCT Minor Works Building Contract (2016) to be awarded
to Oldham Bros Limited for the demolition of Southmead Childrens
Centre, Whiston.
 
The reason for the decision is that a
compliant procurement exercise has been undertaken in accordance
with Contract Procedure Rule 6, and the winning bidder has been
identified as providing the most economically advantageous offer to
the Council.

Decision

(i) ) That, in accordance with Contract
Procedure Rule Schedule 1, 6.5.2 (iv), a JCT Minor Works Building
Contract (2016) be awarded to Oldham Bros Limited for the
demolition of Southmead Childrens Centre, Whiston.
 
(ii) That STAR Procurement be authorised to
make the necessary arrangements for the issue of the relevant
contract documentation.

Alternative options considered

Do Nothing: This option was considered and
rejected because the building is in a poor state of repair.
 
Deliver in house: This option was considered
and rejected because the Council does not have the skills to
deliver this work in house.
