Purpose

The purpose of this report is to seek approval, in accordance with Contract Procedure Rule (Schedule 1) 6.5.2 (iv), for the award of a service contract to North Star Environmental Ltd for the provision of asbestos management services from 20 September 2024 to 19 September 2027, with no option of an extension.

The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6, and the winning bidder has been identified as providing the most economically advantageous offer to the Council.

Decision

(i) That, in accordance with Contract Procedure Rule (Schedule 1) 6.5.2 (iv), a service contract be awarded to North Star Environmental Ltd for the provision of asbestos management services from 20 September 2024 to 19 September 2027, with no option of an extension.

(ii) That STAR Procurement be authorised to make the necessary arrangements for the issue of the relevant contract documentation

Alternative options considered

Do Nothing: This option was considered and rejected because these areas of works are a building statutory compliance requirement and failure to have a service contract in place may lead to breaches of compliance legislation and increase risk to employees and visitors to the sites.

Deliver in house: This option was considered and rejected because the Council does not have the required skills, knowledge, experience, and capacity to deliver this specialist area of work.
