Purpose

To seek authorisation for the Head of Legal
Services to carry out the necessary legal and administrative
procedures required to introduce the proposed Experimental Traffic
Regulation Order, in so far as it relates to the introduction of a
Proposed Permit Parking in Beech Road, Huyton, as per Schedules
appended to this report and as shown on the drawing numbered
PT/TM/8011.

Decision

1.       Approval is given to
make an experimental order under the provisions of sections 9 to 13
of the Road Traffic regulation Act 1984 the effect of which will be
to amend the Knowsley Metropolitan Borough Council (Prohibition and
Restriction of Waiting and Loading and Parking Places) (Civil
Enforcement and Consolidation) Order 2015, in so far as it relates
to permit parking on Beech Road, by the temporary suspension (for
the duration of the Order) of the Map Schedule detailed in Schedule
1 appended to this report and the temporary addition and insertion
(for the duration of the Order) of the Map Schedule detailed in
Schedule 2 appended to this report.  The
extents of the proposals are as shown on the drawing numbered
PT/TM/8011 also appended to this report and as described below:

Permit Parking Area (Residents) – At All
Times
 
Beech Road, Huyton – from a point 36m
north of its junction with Tarbock     Road for its entire length.
 
Permit Parking Area
(Residents and business users) – At All Times
 
Beech Road Huyton (both sides) – from a
point 10m north of its junction with Tarbock Road to a point 36m north of its junction
with Tarbock Road.
 
 
2.       Permits are to be
issued to the residents and businesses of the properties or
premises listed in Schedule 3 appended to this report, one for each
vehicle registered at the address together with one visitor permit
per household, where the number of visitors permits per business
will be discretionary, depending on the needs of each respective
business.
 
3.       The Head of Legal
Services is authorised to carry out the necessary legal and
administrative procedures required to advertise the Experimental
Traffic Regulation Order referred to in this report (for a maximum
duration of 18 months), pursuant to the Road Traffic Regulation Act
1984 and the Traffic Management Act 2004 (and regulations made
under those Acts) and to make the order as advertised if there are
no objections which remain unwithdrawn.
 
4.       Approval is given to
the undertaking of an extensive post implementation consultation
exercise on this Experimental Traffic Regulation Order should
objections be received within the first six months of its
operation.
 
5.       Should objections be
received within the first 6 months, operation of the Experimental
Order hereby authorised a future report is to be submitted on its
effects and the consultation exercise referred in Decision Item 4
above, which shall include an appropriate recommended course of
action. Should no objections be received against the scheme it
shall be made permanent in accordance with the Road Traffic
Regulation Act 1984, assuming the necessary statutory procedures
have been followed.
