Purpose

The purpose of the report is to seek approval in accordance with Contract Procedure Rule 9.3.1(a), to modify the contract with Stone Computers Ltd. for End User Devices Together with Associated Equipment and Services by extending the term, as provided for within the existing contract under clause 10.2 of the Crown Commercial Services Core Terms, from 31 December 2024 to 31 December 2026.

The reasons for the decision are, as required by Contract Procedure Rule 9.3.1(a): The modification is provided for within the existing contract (at clause 10.2 of the Crown Commercial Services Core Terms) in precise and clear detail with regards to scope, nature, and conditions under which the modification may be used.

Decision

(i)       That, in accordance with Contract Procedure Rule 9.3.1 (a), the contract with Stone Computers Ltd. for End User Devices Together with Associated Equipment and Services be modified by extending the term, as provided for within the existing contract under clause 10.2 of the Crown Commercial Services Core Terms, from 31 December 2024 to 31 December 2026; and

(ii)       That the Procurement Team be authorised to issue the relevant contract modification documentation.

Alternative options considered

Do Nothing: This option was considered and rejected because Stone Computers Ltd. are doing an excellent job of delivering the specifics of the contract, and not applying the extension creates unnecessary risk around the supply of end user devices, equipment, and services.

Seek Competition (Quotation / Tender): A competitive exercise offers little value to the Council because Stone Computers Ltd. are performing to a very high standard and a vital part of the way that the Council operates is running to budget and risk–free. Businesses across the world are feeling the impact of a shortage of IT equipment and implementing the available contract extension rather than going out to tender protects an important supply chain for two more years.
