Purpose

Approval is sought to undertake statutory
consultation on amendments to existing Controlled Parking Zone
(CPZ) Parking Places Traffic Management Orders (TMOs) to amend
parking bays in order to accommodate the construction/installation
of proposed vehicle crossovers at:
1. No. 3 Abbots Park – Tulse Hill CPZ (Zone H)
2. No. 175 Elms Crescent – Clapham South CPZ (Zone L)
3. No. 30 Shakespeare Road – Poets’ Corner CPZ (Zone
P)

Decision

1.           
To authorise officers to commence statutory
consultation under the Road Traffic Regulation Act 198 and in
accordance with the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996 on the proposed
amendment of parking bays at three locations to accommodate the
installation of new vehicle crossovers as described in this report
and detailed in Appendix A. Total cost of £6,000 to be paid
by the applicants with statutory consultation likely to take place
in November 2024 with on-street parking bay amendments anticipated
to be implemented in late January/early February 2025.

 

2.           
To agree to the
implementation of the amendment of the
relevant parking bays, and to the making of the relevant Traffic
Management Orders (TMOs) under sections 6, 45, 49, 124 and Schedule
1 and Part IV of Schedule 9 of the Road Traffic Regulation Act
1984, subject to no material objections resulting from the
statutory consultation process, but that if any material objections
are received they are considered by the Assistant Director of
Parking, Network Management and Fleet by way of a separate written
report before a decision is reached.

 
3.           
To note the Equality Impact Assessment prepared for
the purposes of this report attached at Appendix B.
 

4.           
To exercise discretion not to hold a
public inquiry pursuant to Regulation 9 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations
1996.
