Purpose

Children’s Social Care has been judged
as requires improvement to be good in two successive Ofsted
inspections. It is therefore imperative that the organisation uses
all available levers to drive improvement and secure a good or
better judgement in the next inspection. Ensuring consistency of
practice and decision making across the social care system is at
the heart of ‘getting to good’, and the work of AV
Outcomes Ltd.’s Triple Lock programme has been and remains an
important pillar in enabling our ongoing improvement journey. This
paper recommends an extension to the existing contract with AV
Outcomes Ltd to continue the delivery of the Triple Lock programme
until August 2025.

Decision

1.         
To approve a Waiver of the Council’s Contract
Standing Orders paragraph 17.2(a) to extend the contract with AV
Outcomes Ltd from 16 November 2024 to 16 August 2025.

2.         
To note the updated total contract value, with
extension, of £657,000.

3.         
To note that the proposal will result in an
additional investment of £219,000 comprising:

a.    
A monthly rate of up to £21,000.

b.    
A one-off extension to the existing Licence Fee for
the quality assurance programme model at a cost of £30,000
for the duration of the extension.
