Purpose
This report seeks approval for the works of
the Brixton Recreation Decoupling Works in conjunction with the
Mechanical, Electrical and Plumbing (MEP) Upgrade from delivery
phase; RIBA Stages 4, 5 and 6 (Technical Design, Construction and
Handover).
The scope of works is for the separation of connected utilities and
building services shared by the Brixton Recreation Centre and
International House. Subsequent reprovision of independent
utilities, heating and hot water plant to the Rec and allow for the
redevelopment of the International House site.
The allocated capital funding falls across two budgets’
themes of T019C and T030 currently going through the procurement
process.

To approve the award of the JCT 2016 Design and
Build Contract to Neilcott Construction Ltd. for the Brixton
Recreation Decoupling Works with a maximum contract sum of
£5,088,038.58 commencing 1 February 2025 with a construction
period of 10 months, ending February 2026, with a defects liability
period of 24 months, ending February 2028.

To allocate £2,201,508 from the Economic
Infrastructure Capital Budget to the capital budget for Decoupling
Works to fund this award and related project costs.
