Decision
1.
Having given
consideration to representations and objections received during
statutory consultation for the Amesbury Avenue -
Streatham Hill Low Traffic Neighbourhood (LTN) Phase 2
as set out in the report and Appendix D – Statutory Consultation
Feedback, to authorise the
implementation of the scheme
and making of Traffic Management Orders under the
provisions of sections 6, 45, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984 as illustrated
in the drawings attached in Appendix B. The works are
estimated to begin in March 2025,
and to end in May
2025.
2.
Having received no
objections from the consultation undertaken as per Section 90C(1) and(2) of the Highways Act 1980, the
decision maker is recommended not
to exercise his or her
discretion to hold a public inquiry pursuant to Section 90C(4) as
it is not considered that doing so would assist the Council in
reaching a decision in respect to this element of the
scheme
3.
It is not
considered that holding a public inquiry pursuant to Regulation 9
of the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996 would provide further information that
would assist the Council in reaching a decision in this matter at
this stage and for that reason it is recommended that the decision
maker exercise his or her discretion not to hold such an
inquiry.
4.
To have
regard to the Equality Impact Assessment prepared for the purposes
of this report(Appendix A).
