Purpose

To consult on changes to our Cashless
Parking/Pay by Phone parking charges as part of the kerbside
review.

Decision

1.         
To note the proposal to introduce peak and minimum
duration charging for cashless parking for both On-Street parking
and Car Parks with a potential income of £430,472.

 

2.         
To authorise officers to carry out statutory
consultation under Regulation 6 of the Local Authorities Traffic
Orders (Procedure) (England and Wales) Regulations 1996 on the
proposals detailed in section 2 of the report from 3 March
2025.
 

3.         
That subject to the outcome of the statutory
consultation to agree to the implementation of the proposals under
sections 6, 33, 35, 45, 46, 49, 124 and Part IV of Schedule 9 of
the Road Traffic Regulation Act 1984, subject to no material
objections resulting from the statutory consultation process, but
that any objections that are received are considered by the
Assistant Director of Parking, Network Management and Fleet before
a decision is reached.
 

4.         
To delegate the decision to implement, amend or
abandon the proposals to the Assistant Director of Parking, Network
Management and Fleet in consultation with the Cabinet
Member.
 

5.         
To have regard to the Equalities Impact Assessment
(EQIA) prepared for the purposes of this report (Appendix
1).

 

6.         
To exercise discretion not to cause a public inquiry
to be held pursuant to Regulation 9 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations
1996.
