Purpose
This report considers representations received
during the initial six-month statutory consultation on a trial of
shared bays in phase three of the dockless mobility programme given
effect by two Experimental Traffic Management Orders (ETMOs) and
seeks approval to make the measures permanent through the making of
permanent traffic management orders. This includes making permanent
191 shared dockless bays, as well as making permanent 31 extensions
of existing bays installed in earlier phases.
Decision
1.
To have regard to the Equality Impact Assessment
prepared for the purposes of this report (Appendix A).

Following consideration of all responses including
objections received during the statutory objection period and
officer responses thereto in Appendix B and summarised in Section
Five of this report, on two experimental Traffic Management Orders
for parking restrictions for phase three of the dockless mobility
programme (Appendices C and D), to authorise the making of traffic
management orders which give permanent effect to the said Orders
under the provisions of Sections 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984 and Regulations
23 and 24 of the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996. This has an
estimated cost of £7550.

Subject to the approval of recommendation two above,
to approve the spend of £7550 by the end of March 2025 to
cover legal costs associated with making Permanent Traffic
Orders.
4.
To exercise discretion to not cause a public inquiry
to be held pursuant to Regulation 9 of the Local Authorities’
Traffic Orders (Procedure) (England and Wales) Regulations
1996.
