Purpose

To agree that the submitted draft Kennington,
Oval and Vauxhall Neighbourhood Plan can proceed to formal
publication and be submitted to examination under Regulations 16
and 17 of the Neighbourhood Planning (General) Regulations
2012.

Regulation 16 requires the council to publicise the draft KOV
Neighbourhood Plan and relevant supporting documents on its website
and in such other manner considered appropriate to reach
stakeholders in the affected area (e.g., by displaying hard copies
of the documents in local libraries) as soon as the Plan is
formally submitted to the council. This period of publicity should
last a minimum of six weeks.

Regulation 17 requires the council to submit the draft KOV
Neighbourhood Plan for examination.

Decision

1.             
To agree that the
submitted Kennington, Oval and
Vauxhall draft Neighbourhood Plan,
as set out in
Appendix 1, can
proceed to formal publication
and Examination under
Regulations 16 and 17 of the Neighbourhood Planning (General)
Regulations 2012. Publication and
consultation is expected to take place between 17 March and 28 April
2025, with examination taking place in May and June
2025. 
 
2.             
To note the process for the Examination of
the submitted draft
Neighbourhood Plan and
to agree that the Corporate Director of
Climate and Inclusive Growth be authorised to appoint an
independent examiner in consultation with the Neighbourhood
Forum.  
 
3.             
To
notethe scope for the council as Local Planning Authority to make representations to
the Examiner about any
recommended modification of the draft neighbourhood development
plan. 
 
4.             
To delegate authority to
the Assistant Director of Policy and Placeshaping to carry out all necessary
steps under the statutory procedure for the formal publication and Examination of the Kennington, Oval
and Vauxhall draft Neighbourhood Plan and instruct
officers to carry out all necessary consequential arrangements to
give effect to the terms of this
recommendation.

To note
the projected revenue
costs of the recommendations of £7,000, which will be funded
through a MHCLG Neighbourhood planning
grant.
