Purpose

To endorse the proposed delivery strategy for
35-37 Leigham Court Road Car Park.
To delegate decision making authority to enable effective
delivery.

Decision

1)            
To delegate authority to the Corporate Director of Climate and
Inclusive Growth, in consultation with the Deputy Leader of the
Council (Housing, Investment and New Homes) and the Corporate
Director of Finance, to enter into a Development Agreement with
Pocket Living, to acquire a minimum of 14 social rented homes,
which is expected to occur in April 2025.
 
2)            
To authorise officers to pay the total of £2,976,694 for the
acquisition of 14 social rent homes, and if included in the
consented scheme, a fifteenth social rented home for an additional
£212,621, funded by the Greater London Authority’s
Affordable Housing Grant or, where Affordable Housing Grant is not
secured to cover the full payment obligation, by use of S106
Payment In Lieu, paid over the financial years 2025/2026, 2026/2027
and 2027/2028.
 
3)            
To delegate authority to the Corporate Director of Climate and
Inclusive Growth in consultation with the Director of Regeneration,
Assets and Property, the Corporate Director of Finance and the
Cabinet Member for Finance, to approve the proposed land
transactions, as detailed in this report, following satisfaction of
the conditions precedent under the Development Agreement, which is
expected to occur in the fourth quarter of the 2025/2026 financial
year. 
 
4)            
To approve the publication of a Contract Award Notice, relying on
Regulation 32 of the Public Contracts Regulations 2015, to contract
directly with Pocket Living, which is expected to occur in April
2025.
 
5)            
To note and record the loss of parking revenue and waive the
requirement for compensation.
 
6)            
To note the risks of applying the exclusive rights exemption.
