Purpose
To consider the outcome of a public engagement
exercise on proposals for healthy streets and parking controls in
Streatham Vale and decide whether to proceed to statutory
consultation.
Decision
1. Having considered
the feedback from the public engagement, to approve the Streatham
Vale Controlled Parking Zone (CPZ) scheme as shown in Drawing Nos.
DES-CPZ-N-2015-002-01 and DES-CPZ-N-2015-002-02 (Appendix A), which includes amendments for
Electric Vehicle (EV) recharging bays, Cycle Hangars and minor
amendments to the parking layout based on public feedback, as
described in sections two and five this report.
2. To authorise
officers to carry out statutory consultation in accordance with the
Local Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 on proposals to introduce the Streatham Vale CPZ
scheme, operating Monday to Friday, 12pm to 2pm as shown in Drawing
Nos. DES-CPZ-N-2015-002-01 and DES-CPZ-N-2015-002-02 (Appendix
A).
3. That subject to the
above approvals in recommendations one and two, and subject to no
objections being received during the statutory consultation, to
agree to the implementation of the proposals under Sections 6, 45,
49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984.
4. To agree that if any
material objections or representations resulting from the statutory
consultation referred to in recommendations two are received, that
they will be considered by way of a separate decision report by a
Director or Assistant Director of Resident and Enabling Services
prior to any decision being taken to implement the
proposals.
5. It is not considered
that holding a public inquiry pursuant to Regulation 9 of the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 would provide further information that would
assist the Council in reaching a decision in this matter at this
stage and for that reason it is recommended that the decision maker
exercise their discretion not to hold such an inquiry.
6. To have regard to
the Equality Impact Assessment prepared for the purposes of this
report (Appendix I).
