Purpose
This report reviews the traffic circulation
trial that was implemented in the South Bank Spine Route area in
October 2023 using an Experimental Traffic Order (ETO). In total,
two sets of traffic restrictions were introduced to the area on
Belvedere Road and Upper Ground. Parking changes were made on the
up-ramp of Waterloo Bridge, where coach parking was also
removed.
This report evaluates the impacts of the scheme, summarising the
traffic monitoring, feedback received during the statutory and
non-statutory periods, the impact on institutions, residents,
businesses and groups with protected characteristics and evaluates
how it relates to the overall masterplan and strategic
objectives.
The report proposes to make the current restrictions permanent, as
the scheme objectives of traffic reduction and better meeting the
Healthy Route criteria have been achieved. The report proposes to
refresh some of the lining/signing and to make further parking
changes on Cornwall Road and Doon Street to alleviate experienced
congestion. This would result in a net loss of 35m of parking in
the local area.
Decision
To have regard to the Equality
Impact Assessment (EqIA) prepared for the purposes of this report
(Appendix A).
To consider the statutory objections
received in Appendix G, the outcome of non-statutory consultation
on the Spine Route Phase 2 – Traffic Circulation Trial,
attached in Appendix F, and the traffic data analysis impacts in
Appendices C-D.
Having given consideration to
representations and objections received during the statutory
objection period (gathered at Appendix G with officer comments
thereto) for the experimental traffic management order giving
effect to the Spine Route Phase 2 - Trial Circulation, to agree to
make the said Order(s) (found in Appendix H) permanent in Q1
25/26.
To issue scheme approval for the
proposals to remove parking on Cornwall Road as shown on the
designs in Appendix B3 in Q1 25/26.
Subject to the approval at
recommendation 4 above, to authorise officers to carry out
statutory consultation in Q1 25/26 under the Road Traffic
Regulation Act 1984 and in accordance with the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 on
the proposed changes to parking restrictions on Cornwall Road shown
in Appendix B3 and detailed at section 2 of the report.
That where material objections are
received during the statutory consultation process referred to in
recommendation 5, that any such objections received are considered
by way of a written report to the Assistant Director for Parking,
Network Management, and Fleet before a decision is reached on
whether or not any of the proposals will be implemented.
To exercise discretion not to hold a
public inquiry related to the proposed Permanent Traffic Order
pursuant to Regulation 9 of the Local Authorities Traffic Orders
(Procedure) (England and Wales) Regulations 1996.
Subject to approval of
recommendation 3, to allocate £10,000 in Q1 25/26 from the
Capital Investment Programme (CIP) budget for Waterloo and South
Bank Economic Recovery: public realm investment, approved by
Cabinet in July 2020.
