Purpose
In accordance with the Council’s
Transport Strategy and supported by the Kerbside Strategy and the
Climate Action Plan, changes to the public realm are proposed at
various locations. The changes consist of the permanent conversion
of sections of existing parking spaces to double yellow line
restrictions via Permanent Traffic Orders. This will allow for the
installation of two parklets – a steel structure with wooden
decking that functions as a pavement extension with space for
seating, cycle parking and planting.
These parklets will provide a safe and welcoming place for
residents to meet and socialise on their street, for passers-by to
rest on their journeys and for communities to take ownership over
their local area and craft a space that suits their needs. The
greening on the parklets will increase bio-diversity and soft
surfaces in residential areas.

RECOMMENDATIONS
To have regard to the Equality
Impact Assessment prepared for the purposes of this report (Section
7 and Appendix B)
Having given consideration to
representations and objections received during statutory
consultation (and collated in Appendix C), to agree to implement
the proposals detailed in this report and to make the permanent
traffic management order under the provisions of sections 6, 45,
49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984 (RTRA) as shown in Appendix
A.
To grant scheme approval for the
implementation of 2 Community Parklets by May 2025 as detailed in
this report and illustrated on the proposed drawings attached in
Appendix A at a cost of £13,312.77. To not proceed with a
Community Parklet in Tradescant Road for the reasons detailed at
paragraph 2.9 of this report.
To exercise discretion not to hold a
public inquiry pursuant to Regulation 9 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations
1996
