Decision

1.         
To have regard to the Equality Impact Assessment
prepared for the purposes of this report (Appendix A).
 

2.         
Following consideration of all responses including
objections received during the statutory objection period and
officer responses detailed in Appendix C, on proposed changes to
parking restrictions through phase four of the Dockless Mobility
Programme (shown in Appendix B), to authorise the implementation of
those changes, with the exception of those locations set out in
Appendix D, and the making of Traffic Management Orders under
Sections 6, 45, 46, 49 and the provisions of Sections 124 and
Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation
Act 1984 and Regulations 23 and 24 of the Local Authorities’
Traffic Orders (Procedure) (England and Wales) Regulations 1996.
The making of the Orders and bay installation is estimated to cost
£25,000. 

 

3.         
To issue approval for the removal of 23 bays from
previous phases of the Dockless Mobility Programme for the reasons
set out in Appendix E.

 

4.         
To authorise officers to carry out
statutory consultation on the proposals in recommendation three in
accordance with the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996. This has an
estimated cost of £5,000.

 

5.         
Subject to the approval of recommendations two and
four above, to approve the spend of £30,000 by the end of
July 2025 to cover costs associated with the proposals outlined in
this report.

 

6.         
Subject to the approval of recommendation
three and having due regard to the outcome of the statutory
consultation in recommendation four, agree to the implementation of
these measures under the provisions of Sections 6, 45, 46, 124 and
Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation
Act 1984, subject to no material objections resulting from the
process of statutory consultation. If any such objections are
received, they will be considered through a separate written report
to the Assistant Director for Parking, Network Management and Fleet
before a decision is reached on whether or not to make the
Order.

 

7.         
To exercise discretion to not cause a public inquiry
to be held pursuant to Regulation 9 of the Local Authorities’
Traffic Orders (Procedure) (England and Wales) Regulations
1996.
