Purpose

Request to recommission the current Substance
Misuse Service offer for children and young people from 1st April
2024.

The young people’s substance misuse support service is a
statutory requirement under the Public Health Grant. The 2021
national drug strategy, from Harm to Hope, also highlighted the
need for investment in substance misuse services for children and
young people, including the expansion of both prevention and
treatment interventions.

The service will offer both universal and targeted interventions to
support young people who have drug and/or alcohol challenges.

Decision

1.             
To award the Young People’s
Substance Misuse Service contract to Change, Grow, Live (CGL) for
an initial three-year contract term from 1 April 2024 to 31 March
2027 at a contract value of £610,283.66
 

2.             
An option to extend contract for a
further two-year period from 1 April 2027 to 31 March 2029 at an
additional cost of £422,295.11.
 

3.             
To approve total contract value across
five years (including extensions) of up to
£1,032,578.76.
