Purpose

To make immediate Article 4 direction to
remove permitted development rights for change of use from
dwellinghouses to small HMOs and vice versa covering the Streatham
Common & Vale and Streatham St Leonard’s. It is required
to better manage the impact of small HMO’s within these two
wards.

Decision

1.    
To agree that the Council makes a non-immediate Article 4 Direction
to remove the development right under Class L(b) of Part 3 of
Schedule 2 of the GPDO 2015 for the change of use from residential
(Use Class C3) to small HMO (Use Class C4) in Streatham Common and
Vale, and Streatham St Leonard’s, coming into force in Spring
2024, as set out in Appendix 1. To note spend of approximately
£9,100 and note possible additional spend of approximately
£7,000. Both of these costs will be met from existing revenue
budgets.
 
 

2.    
To delegate authority to the Director of Planning, Transport and
Sustainability to carry out all necessary steps under the statutory
procedure for the making of the non-immediate Article 4 Direction
and to instruct officers to carry out all necessary consequential
arrangements to give effect to the terms of recommendations (1)
which shall include publishing the making of the Article 4
Direction, notifying the Secretary of State, and the required
public consultation.
