Purpose
This reports outlines plans for commissioning
of the South London and Maudsley (SLAM) PAIRS team to deliver
Together Time to support parent infant relationship development,
support workforce development in this area and providing reflective
clinical supervision to early years staff. This is a key component
of Lambeth’s Better Start (Start for Life) offer and utilises
a proportion of the Parent Infant Relationship and Perinatal Mental
Health element of the Start for Life grant.
South London and Maudsley (SLAM) has to date been commissioned by
LEAP to deliver group-based parenting interventions and provide
clinical supervision to early years services in the LEAP area. LEAP
funding for the programme will end in August 2024 and be replaced
by Start for Life grant funding from September 2024. In addition to
this, the capacity of the team will be increased from January 2024
through the creation of an additional roles, meaning that this
decision will also allow SLAM to recruit to additional roles for
delivery purposes.
To ensure continuity of service provision the report proposes a
direct award to the South London and Maudsley (SLAM).
Decision
This report seeks to approve a waiver under
section 17.1 of the Councils Contract Standing Orders and directly
award South London and Maudsley to deliver Together Time programme,
workforce development and clinical supervision in Lambeth. The
contract will run from January 2024 at a value of £85,500 in
2023/24 and £384,500 in 2024/25 with a total value of
£470,000 over the full term.
