Purpose
Legal Services instruct barristers on behalf
of client departments for a range of litigation and advice work
including housing and general litigation, planning litigation and
child-care proceedings. In September 2020, Lambeth joined the
London Boroughs Legal Alliance framework which has proven
successful but is due to end on 31 December 2023 and be replaced
with a newly tendered framework commencing on 1 January 2024. This
decision will be to access the new Framework from 1st January 2024
for a period of four years.
Decision
1.
To approve the Council joining the London
Boroughs’ Legal Alliance (LBLA) Framework for
Barristers’ services for a maximum period of up to four years
from 1 January 2024 to 31 December 2028 at an estimated annual
value of £2,000,000 and an estimated total value of
£8,000,000 over the 4 years.
2.
To approve the Council entering into an access
agreement with the London Borough of Ealing (lead procurement
borough) for participation in the LBLA framework.
3.
To approve the Council entering into an agreement
with Kennedy Cater Limited, who manage the framework at an
estimated annual cost of £6,832, making an estimated total
fee of £27,328 as further detailed in paragraph
3.3
