Purpose
The report proposes that the 15 trial school
street schemes and two extensions to school street schemes be made
permanent.
Decision
That having considered
representations received during the statutory objections period and
officer responses thereto (gathered at Appendix C) for three
Experimental Traffic Management Orders providing for 17 trial
school street schemes, to authorise the making of orders which give
permanent effect to the said experimental orders under the
provisions of Sections 124 and Schedule 1 and Part IV of Schedule 9
of the Road Traffic Regulation Act 1984 and Regulations 23 and 24
of the Local Authorities’ Traffic Orders (Procedure) (England
and Wales) Regulations 1996 by May 2025. One school street
extension, Lark Hall Primary, will have its timings revisited in
the future.
Subject to the approval at
recommendation 1, to approve the continuation of the policy that
permits owners of vehicles to apply for a digital exemption permit
allowing vehicle access the school street zones for:
a)
residents with vehicles registered to an address within the School
Street Zones, as shown in Appendix A,
b)
owners of vehicles nominated by residents living at addresses
within the School Street Zones that display a Blue
Badge,
c)
owners of vehicles nominated by the school (on behalf of pupils,
parents, and staff) displaying a Blue Badge

Assessment in Appendix E.
To agree that the responses received
to the experimental traffic orders, including objections to the
proposals, do not warrant the holding of a public inquiry.
To approve the spending of
approximately £3,000, with the expected draw down in May
2025.
