Decision

1.    
To note the proposal to introduce an
emission-based pricing structure for the following parking permit
types: doctors, teachers, business-all zones,
business-single zones and motorcycles as detailed in this
report.

 
2.   
To note the changes proposed in respect to the
application of a diesel surcharge to all diesel vehicle for all
permit types.
 
3.   
To note the proposed surcharge for multi-permit surcharge
attributed to a single household.

 
4.   
To authorise officers to carry out
statutory consultation under Regulation 6 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 on
the proposals detailed in section 2 of the report.

 
5.   
That subject to the outcome of the
statutory consultation to agree to the implementation of the
proposals under sections 6, 45, 46, 49, 124 and Part IV of Schedule
9 of the Road Traffic Regulation Act 1984, subject to no material
objections resulting from the statutory consultation process, but
that any objections that are received are considered by the
Assistant Director of Parking, Street Management and Commercial
before a decision is reached.

 
6.   
To delegate the decision to implement,
amend or abandon the proposals to the Assistant Director of
Parking, Street Management and Commercial.

 
7.   
To have regard to the Equalities Impact
Assessment prepared for the purposes of this report (Appendix
1).
