Purpose
This report details the proposal to
consolidate and digitise traffic orders. As part of the
digitisation and consolidation of traffic orders a survey was
conducted of the entire borough, this survey has mapped all parking
bays, yellow lines, and restrictions and this data is available in
a Geographic Information System (GIS) format and on a digital map
called Mapper. Mapper gives us the capability to digitally map new
and amended traffic orders for all static restrictions in the
borough. Mapper enables citizens to view parking contraventions and
restrictions online by clicking on a user-friendly map. Currently
Citizens must make a request to the authority to obtain information
on restrictions within the borough etc.
To use the Mapper system efficiently for traffic orders, we need to
consolidate our existing traffic orders.
Decision
1.
To approve and authorise statutory consultation to be undertaken from 24 November 2023 to
1 April 2024 for the making of a new parent traffic management
order for moving traffic restrictions and any other undigitised orders in the borough as referred to in
Appendix A in accordance with the Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996.

To have regard to the Equality Impact Assessment
prepared for the purposes of this report (Appendix C)

That, subject to the
above approval, to agree to the making of the orders under the
powers given by the Road Traffic Regulation Act 1984, and the Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996 subject to no material representations being
received during statutory consultation, but that any objections and
representations that are received are considered by the Assistant
Director of Parking, Street Management, Commercial & Fleet by
way of a separate written decision report before a decision is
reached. Once made, the new Order would supersede and replace the
Orders detailed in Appendix A (this appendix should identify by
name the Orders that are being superseded)
