Purpose

To review the priorities of the existing
electric vehicle infrastructure and agree the programme for
expanding the electric vehicle infrastructure borough wide using
identified CIP funding and grant funding where available.

Decision

1)   
To allocate £1m to fund the works set out in
this report from the currently unallocated theme budget for
Sustainable Transport/Public Realm in the existing Capital
Investment Programme (CIP) approved by Cabinet in July 2020 and a
further £1m from the amount approved by Cabinet on 1 March
2023 in the Revenue & Capital Budget 2023/24 to 2026/27 report
to support the delivery of savings related to the development of
electric vehicle charging infrastructure.
 

2)   
With respect to all proposed lamp column, fast and
rapid chargepoints outlined in this
report, or any other reserve locations subsequently considered
appropriate, referred to in Appendices A C and D, to
authorise:

a)   
the undertaking of consultation on the provision of
new electric vehicle charging infrastructure as required under
section 16 of the London Local Authorities and Transport for London
Act 2013, referred to below at sections 4.2 -
4.3.

b)   
to delegate authority to the Directors or Assistant
Directors of Resident & Enabling Services to consider
representations to the consultation referred to in recommendation
2(a) to decide whether or not to proceed
with the proposed chargepoints

c)   
subject to no objections being received to the
consultation referred to in recommendation 2(a), or subject to the
decision referred to in recommendation 2(b), the implementation
of:

                       
(i)      
new Rapid (50kwh) EV chargepoints
                      
(ii)      
new Fast (7-22kwh) EV chargepoints.

                     
(iii)     
new Lamp Column (3-5kwh) EV chargepoints
 

3)   
With respect to the proposed 167 EV recharging
parking bays, and all associated parking bay layout changes,
referred to in sections 2.9 - 2.16 and Appendix C, or any other
reserve locations subsequently considered appropriate, to
authorise:

a)   
the undertaking of the necessary consultation and
implementation processes for an experimental traffic management
order under the provisions of sections 9, 10, 124, Schedule 1 and
Part IV of Schedule 9 of the Road Traffic Regulation Act 1984
referred to below at sections 4.4 -
4.16.

b)   
to delegate authority to the Directors or Assistant
Directors of Resident & Enabling Services to consider
representations to the consultation referred to in recommendation
3(a) to decide whether the bays should be introduced or not, and if
so with or without modification.

c)   
the implementation of 167 lamp column EV recharging
bays subject to no objections being received to an initial
stakeholder consultation referred to in recommendation 3(a) or
subject to the decision referred to in recommendation
3(b)

d)   
the Directors or Assistant Directors of Resident
& Enabling Services to consider representations during the
statutory consultation for the experimental introduction of the EV
recharging bays referred to in recommendation 3(c) to decide
whether all or some the bays should continue indefinitely or not,
and if so with or without modification, through a separate decision
report.
 

4)   
With respect to the proposed EV recharging parking
bays adjacent to fast and rapid EV chargepoints, and all associated parking bay
layout changes, referred to in Appendices A & D and
sections 2.34 - 2.50 (on-street), and
sections 2.74 - 2.78 (housing estates), to
authorise:

a)   
the undertaking of the necessary consultations under
Regulation 6 of the Local Authorities Traffic Orders (Procedure)
(England & Wales) Regulations 1996 referred to below at
sections 4.17 - 4.35.

b)   
the implementation of EV recharging parking bays
subject to no objections being received to the consultation
referred to in recommendation 4(a)

c)   
the Directors or Assistant Directors of Resident
& Enabling Services to consider representations received to the
consultation referred to in 4(a) to decide whether the bays should
be introduced or not, and if so with or without modification,  through a
separate decision report.
 

5)   
With respect to the proposed review and provision
of improved accessibility to EV recharging bays in CPZs, to
authorise:

a)   
The undertaking of reviews and permit redesignations
of EV recharging bays as referred to in in sections
2.92 - 2.98 of this report.

b)   
the undertaking of the necessary consultations under
Regulation 6 of the Local Authorities Traffic Orders (Procedure)
(England & Wales) Regulations 1996 referred to below at
sections 4.17 - 4.35.

c)   
the amendment to permit designation of EV recharging
bays subject to no objections being received to the consultation
referred to in recommendation 5(b)

d)   
the Directors or Assistant Directors of Resident
& Enabling Services to consider representations received to the
consultation referred to in 5(b) to decide whether the bays should
be introduced or not, and if so with or without modification,
through a separate decision report.
 

6)   
With respect to the recommendations in 3, 4 and 5
above, to exercise discretion not to hold a public inquiry pursuant
to Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
 

7)   
To authorise officers to arrange and agree new contracts with
framework suppliers to operate and maintain existing (3.5kWh) lamp
column (LC) EVCP which are out of contract with the existing
supplier Siemens/Ubitricity, or
alternatively introduce an in-house operational arrangement using
framework suppliers for maintenance only, whichever is more
suitable, as detailed in sections sections 2.60 - 2.64 of this report.
 

8)   
To authorise officers to renegotiate or seek the termination of the
remaining active contract for 97 (3.5kWh) LC EVCPs expiring April
2025 with Siemens/Ubitricity as
detailed in sections 2.60 - 2.64  of this report.

 

9)   
That subject to the outcome of the renegotiation/termination of
contract as outlined in recommendation 7, to authorise officers to
arrange and agree new contracts with framework suppliers to operate
and maintain 97 existing (3.5kWh) lamp column  EVCPs
 as detailed in sections 2.60 - 2.64 of
this report.
 

10) To authorise
officers to replace the obsolete/out of contract 11 BP Pulse (7kWh)
Fast EVCP using framework suppliers and to set up new contracts to
operate and maintain 11 new Fast EVCP as detailed in sections 2.66
- 2.73 of this report.
 

11) To authorise
officers to renegotiate the active contract for 9 (50kWh) Rapid
EVCP expiring September 2027 with ESB (Facilities Management
Limited) as detailed in sections 2.84 - 2.87 of this report.
 

12) That subject to
the outcome of the renegotiation/termination of contract as
outlined in recommendation 10, to authorise officers to arrange and
agree new contracts with framework suppliers to operate and
maintain up to nine existing (50kwWh) Rapid EVCPs as detailed in
sections 2.84 - 2.87 of this report.
 

13) 
To authorise officers to undertake a mini
competition with framework suppliers for the introduction of
new lamp column (3-5kwh), Fast (7-22kWh) and Rapid (50kwh) EVCPs at
locations outlined in Appendices A C and D, or any other reserve
locations subsequently considered appropriate as
detailed in sections 2.9 - 2.16 and 2.34 - 2.50 of this
report.
 
14)  
To note the intention for all existing EVCP recharging tariffs at
the point of transfer of EV infrastructure to framework suppliers
to be maintained as existing for a minimum period whilst a new
tariff-setting mechanism is developed and approved, as detailed in
sections 2.88 - 2.91 of this report.
 
15)  
To set an interim PAYG charge of 65p/kwh for fast chargers where
new infrastructure or framework contracts are proposed in this
report, because existing fast charge rates in operation are not
commercially beneficial, pending the implementation of a new
tariff-setting mechanism as outlined in recommendation 13.
 

16) 
To delegate the decision to the Directors or Assistant Directors of
Resident & Enabling Services to
set new EVCP tariffs using the tariff-setting mechanism.
 

17) 
To have regard to the Equality Impact Assessment (EIA) undertaken
concerning the EV recharging bay proposals as detailed in Appendix
B.
