Purpose

A cabinet member decision is required to
‘formally consider the This is Clapham BID proposal and
instruct the Returning Officer to hold the necessary renewal
ballot’.

The council is statutorily bound to consider the BID proposal and
hold a ballot on the BID’s behalf unless the proposal
conflicts any formally adopted and published policy by the council,
or it is likely to have a significantly disproportionate financial
burden on any person or class of persons (as compared to other
business rates payers in the geographical area of the
BID).

Decision

1.       To authorise a third
term ballot for This is Clapham Business Improvement District (BID)
due to take place on February 08 2024.
 
2.       To request that the
Chief Executive as Returning Officer and “Ballot
Holder” holds a ballot for This is Clapham BID at an
estimated cost of £2,500.
 
3.       To delegate
authority to the Director of Legal & Governance to complete the
necessary legal agreements required for the operation of the This
is Clapham BID levy, the ballot and service agreements and any
other matters required for the This is Clapham BID proposals in
consultation with the appropriate officers.
 
4.       To delegate
authority to the Director of Finance and Property to complete the
ballot papers to vote on behalf of the council with regards to
Council owned properties in the BID area.
