Purpose

To issue scheme approval for the detail design
and construction of South Bank Spine Route Phase 3, on Concert Hall
Approach and Belvedere Road

To authorise officers to carry out statutory consultation

To release funding to carry out the above

Decision

1.    
To have regard to the Equality Impact Assessment
prepared for the purposes of this report (Appendix A).
 

2.    
To authorise officers to carry out statutory
consultation for South Bank Spine Route Phase 3 Permanent Scheme on
new or amended traffic and parking restrictions, crossing and
traffic calming measures  and the
introduction of a ‘pedestrian and cycle zone’ on
Concert Hall Approach pursuant to Schedule 9, paragraph 20(1) and
Section 23(2) of the Road Traffic Regulation Act 1984 and the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996 and Section 90C of the Highways Act 1980 as
referred to below in section 4 of this report.
 

3.    
Subject to the outcome of the statutory consultation
referred to above, to grant scheme approval for the proposals
described in section 2 of this report and illustrated in the
design drawings
attached in Appendix B, at an estimated cost of
£4.55m.
 

4.    
That, subject to the above approval and having due
regard to the outcome of the consultation referred to in
recommendation 2 above, to implement the scheme under new permanent
traffic management orders and traffic order notices made under the
provisions of sections 6, 45, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984, subject to no
material representations being received during the statutory
consultation process, but that if any objections are received, they
are considered by a Director or Assistant Director of Resident
Services by way of a written report before a decision is
reached.
 

5.    
That, subject to the approval at recommendation 2
above, to delegate to a Director or Assistant Director of Resident
Services having considered any objections resulting from the
statutory consultation process under section 90C of the Highways
Act 1980 authority to decide whether or not to hold a local inquiry
as referred to at Section 4 of this report.
 

6.    
To allocate £4.55m from the currently
unallocated theme budget for Waterloo and South Bank Economic
Recovery: public realm investment within the Capital Investment
Programme (CIP), approved by Cabinet in July 2020 to fund the
construction of South Bank Spine Route Phase 3 public realm
improvements, specialist infrastructure that mitigates against
risks arising from potential hostile vehicles and the detailed
design of the future phases of the South Bank Spine Route, as
detailed in the Masterplan.
 

7.    
The design and construction of the measures as
described in Part I and Part II of this report at a value of
£4.55m will be commissioned via the Council’s appointed
construction delivery partner, Ringway.
 

8.    
For the Council to enter a Section 8 Highways Act
1980 agreement with Transport for London for works on their
boundary.
 

9.    
For the Council to enter licencing and permit
agreements with adjacent landowners and utility owner for works on
their boundary or over their assets.
 

10. 
That the Strategic Director for Resident Services
specifically exercise their discretion not to hold a public
inquiry.
