Decision
1.
To grant scheme approval for the proposals and public realm works
described in section 2 of the report and as illustrated in the
design drawings in Appendix A.
2.
Subject to the above approval, to delegate authority to officers to
carry out statutory consultation under the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 and
Schedule 9, paragraph 20(1) of the Road Traffic Regulation Act 1984
for the amendments to parking restrictions (including the removal
of circa 39.5m of parking spaces to allow for a footway buildout)
and to issue statutory notices (as referred to below in section 4
of this report) under Section 90C of the Highways Act 1980 for the
proposed installation a raised table as detailed in Appendix A.

Subject to the scheme approval and with due regard to the outcome
of the statutory consultation referred to in Recommendation 2, to
grant approval to implement the scheme under new permanent traffic
management orders and traffic order notices made under the
provisions of sections 6, 45, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984 subject to no
material representations being received during the statutory
consultation process, but that if any objections are received, they
are considered by a Director or Assistant Director of Resident
Services by way of a written report before a decision is
reached.

Subject to the scheme approval and with due regard to the outcome
of the statutory consultation referred to in Recommendation 2, to
delegate to a Director or Assistant Director of Residents Services,
having considered any objections resulting from the statutory
consultation process under section 90C of the Highways Act 1980,
authority to decide whether or not to hold a local inquiry as
referred to at paragraph 4.10 of this
report.

To allocate £530,000 from the currently unallocated theme
budget for Sustainable Transport/Public Realm within the Capital
Investment Programme (CIP) agreed in the Transport Strategy
Programme (phases 2 and 3) to supplement the existing
£45,000 budget already allocated to this project towards
preparatory work, making a total of £575,000 available for
this scheme.
6.
To have regard to the Equalities Impact Assessment prepared for the
purposes of this report (Appendix B).
