Decision

1.             
To authorise officers to commence statutory consultation under
Section 6 of the Road Traffic Regulation Act 1984, in accordance
with the Local Authorities’ Traffic Orders (Procedure)
(England and Wales) Regulations 1996 on the proposed amendment of
parking bays by No. 14 Northbourne Road in the Clapham’
‘L CPZ ( non-refundable fee of £4,000 paid by the
applicant) to accommodate the installation of a new vehicle
crossover as described in this report and detailed in Appendix A.
Installation subject to the result of the statutory consultation
but likely to take place if no objections received in
January/February 2024.

2.             
To agree to the
implementation of the amendment of the relevant parking
bays, and to making the relevant Traffic Management Orders (TMOs)
under sections 6, 45, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984, subject to no
material objections resulting from the statutory consultation
process, but that any material objections that are received are
considered by the Assistant Director of Parking, Street Management
and Commercial by way of a separate written report before a
decision is reached.

To note the Equality Impact Assessment prepared for the purposes of
this report attached at Appendix B.
 

4.             
To exercise discretion not to hold a
public inquiry pursuant to Regulation 9 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations
1996.
