Decision
To approve the proposed programme of
new School Streets (phases 3 – 9) for 2023/24 to 2026/27 as
set out in Appendix A. This Programme will start on the 1 September
2023 and cost a total of £1,715,172. Phases 3 and 4 are
funded, but phases 5 – 9 (to complete by October 2026) would
require an additional £1,172,948 of funding to be
identified.
To agree to take forward the
proposed programme within the approved funding allocation available
in the Sustainable Transport and Public Realm theme of the Capital
Investment Programme for School Streets.
To agree to the additional funding
being drawn down to Resident Services so this programme can be
implemented and delivered by the Active Travel Team.
To agree any changes to the proposed
programme set out in section 2 of the report and Appendix A through
regular update reports on programme delivery provided by officers
at scheduled Cabinet Member briefings.
To agree to commence any informal
public engagement on schemes in the proposed programme set out in
section 2 and Appendix A of the report through regular update
reports on programme delivery provided by officers at scheduled
Cabinet Member briefings.
To agree to implement scheme trials
by making experimental traffic management orders under Section 9,
10, 124 and Schedule 1 and Parking IV of Schedule 9 of the Road
Traffic Regulation Act 1984 and that the notices of making for the
Experimental Traffic Orders contain the statements specified in
Schedule 5 of the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996, subject to
results of consultation with statutory consultees under Regulation
6 of the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996 and public engagement results being
reported, through regular update reports on programme delivery
provided by officers at scheduled Cabinet Member briefings.
To agree that experimental scheme
trials will permit residents and businesses living and working
within the sections of restricted streets to be able to apply for a
virtual exemption permit for nominated vehicles in order to access
the zone at all times without committing an offence.
To agree that experimental scheme
trials will permit blue badge holders and Special Educational Needs
and Disabilities Transport vehicles who need access to the School
Street during its hours of operation.
That, after consultation with the
Chief Officer of Police, any modifications to any Experimental
Order which renders it less restrictive may be authorised by the
Assistant Director – Parking, Street Management and
Commercial without the requirement to re-advertise the Order under
Section 10(2) of the said Act.
To agree that the Assistant Director
of Parking, Street Management, Commercial and Fleet would be
delegated to consider any objections and representations made
during the statutory consultation on scheme trials and consider, in
consultation with the Cabinet Member, whether to cease or make
permanent the schemes through a separate delegated decision
report.
To have regard to the Equality
Impact Assessment (Appendix B) for the purposes of this
report.
