Decision

1.   
Having considered all public responses, including
objections received during the statutory consultation period of the
experimental traffic management orders for the Larkhall Rise bridge
pedestrian and cycle only zone, to agree the Council’s
responses to these representations as set out in Appendix
A.

 

2.   
To agree that the responses received to the
experimental traffic orders, including objections to the proposals,
do not warrant the holding of a public inquiry.

 

3.   
In respect of the objections report in Appendix A to
also have regard to:

a.   
The Council’s statutory duties under section
16 of the Traffic Management Act 2004 and section 122 of the Road
Traffic Regulation Act 1984.

b.   
The Council’s statutory duties under the
Equality Act 2010 and the equalities impact assessment for the
scheme (Appendix C).

c.   
The performance of the experimental scheme in
relation to data collected (Appendix D).

d.   
The engagement report setting out all the public
engagement on the scheme (Appendix E)

 

4. 
To delegate authority to the Assistant Director,
Parking, Streetworks, and Commercial, for the making of traffic
orders which give permanent effect to the experimental traffic
scheme known as Larkhall Rise Bridge pedestrian and cycle only
zone under the provisions of
section 124, Schedule 1
and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984
and of the Local Authorities’ Traffic Orders (Procedure)
(England and Wales) Regulations 1996 Regulations 23 and
24.

 

5.   
To approve the proposed spending of £3,500 on
the making of traffic orders which give permanent effect to the
experimental traffic scheme known as Larkhall Rise Bridge
pedestrian and cycle only zone to go live on 28 September
2023.

 

6.   
To note the possible additional measures identified
in section 2.23 of the report; these would be explored and, if
necessary, approval would be sought separately.
