Decision

1.   
To have regard to the Equality Impact Assessment prepared for the
purposes of the report (Appendix B).
 

2.   
Following consideration of representations and objections received
during the statutory objection, detailed in Appendix C, to
authorise the making of traffic orders which give permanent effect
to  Experimental Traffic Management
Orders as set out in Appendix E under the provisions of Sections 6,
45, 46, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984 and of the Local
Authorities' Traffic Orders (Procedure) (England and Wales)
Regulations 1996, Regulations 23 and 24.
 

3.   
To agree that the responses received to the Experimental Traffic
Order mentioned in recommendation 2 above, including objections, do
not warrant the holding of a public inquiry.

 

4.   
To approve the measures described in section 2 of the report to
expand the scheme as illustrated in the design drawing attached in
Appendix A at a cost of approximately £97,150.
 

5.   
Subject to the making of a permanent Traffic Management Order in
recommendation 2, to carry out statutory consultation under
Regulation 6 of the Local Authorities Traffic Orders (Procedure)
(England & Wales) Regulations 1996 (the 1996 Regulations) upon
the measures detailed in this report proposing the installation of
an additional dockless bike and
e-scooter bays and for the expansion of the Bays referred to
at recommendation 2 above.
 
6.   
Subject to the above approval and due regard to the outcome of the
consultation referred to in recommendation 4 above, to implement
the expanded scheme proposed in this report under an Experimental
Traffic Management Order made under the provisions of sections 9,
10, 124, Schedule 1 and Part IV of Schedule 9 of the Road Traffic
Regulation Act 1984 and that the notices of making for the
Experimental Traffic Orders contain the statements specified in
Schedule 5 of the Local Authorities' Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
 

7.   
Subject to the approval of recommendation 5, any valid objections
received during the statutory objection period pursuant to
Regulation 23(3) of the 1996 Regulations will be considered by way
of a separate written report to Assistant Director – Parking,
Streetworks, and Commercial before a decision is reached upon
whether or not any of the provisions of
the experimental order will be made permanent and following such
consideration, whether or not to hold a public inquiry.
 

8.   
That, after consultation with the Chief Officer of Police, any
modifications to any Experimental Order which render it less
restrictive may be authorised by the Assistant Director –
Parking, Streetworks, and Commercial without the requirement to
re-advertise the Order under Section 10(2) of the said Act.
 

9.   
That Lambeth continues with the Transport for London coordinated
e-scooter trial.
