Decision
1.
To issue scheme approval for the Streatham Wells Low
Traffic Neighbourhood scheme including traffic restrictions and
waiting restrictions in the area bounded by Streatham High Road
(A23), Leigham Court Road, and Streatham Common North as
illustrated in Appendix B and C, including the associated
dispensation policy. The LTN would be implemented in
September/October 2023.
2.
To issue scheme approval for optional traffic
restrictions and waiting restrictions on Valleyfield Road and
Conifer Gardens if conditions in Section 2 are met and to delegate
authority to a Director or Assistant Director in Resident and
Enabling Services to authorise the making of an Experimental
Traffic Management Order to implement the restrictions as a
separate trial.
3.
To issue scheme approval to explore, consult and
potentially implement a Heavy Goods Vehicles 7.5 tonne weight limit
restriction on Leigham Court Road and to delegate authority to a
Director or Assistant Director in Resident and Enabling Services to
authorise the making of an Experimental Traffic Management Order to
implement the restrictions as a separate trial.

To authorise statutory consultation under Regulation
6 of the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996 (the 1996 Regulations) on the Streatham
Wells LTN scheme proposals shown in appendix B and C and, if
required, optional restrictions set out in recommendations 2 and 3
following approval of this report.

That subject to the above approval and due regard
being given to the outcome of the consultation referred to in
recommendation 4 above, to implement the proposed restrictions as a
trial(s) under an experimental traffic management order(s) made
under the provisions of Sections 9, 10, 124, Schedule 1 and Part IV
of Schedule 9 of the Road Traffic Regulation Act 1984 (RTRA 1984)
and that the notices of making for the Experimental Traffic Orders
contain the statements specified in Schedule 5 of the Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996.
6.
That, after consultation with the Chief Officer of
Police, any modifications to any Experimental Order which renders
it less restrictive may be authorised by a Director or Assistant
Director in Resident and Enabling Services without the requirement
to re-advertise the Order under Section 10(2) of the said
Act.
7.
To delegate authority to a Director or Assistant
Director in Resident and Enabling Services to authorise any
modifications to the Experimental Traffic Order in the event of
objections being received from the statutory consultation referred
to in recommendation 4.
8.
To undertake a public engagement exercise with local
stakeholders prior to any decision to make the trial
permanent.
9.
That any valid objections received during the
statutory objection period or any consideration to make the scheme
trial(s) permanent are considered by way of a separate written
report to a Director or Assistant Director in Resident and Enabling
Services before a decision is reached on whether or not any of the
provisions of the experimental order(s) will be made
permanent.
10. To
exercise discretion not to hold a public inquiry pursuant to
Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
11. To
note and have regard to the Equality Impact Assessment prepared for
the purposes of this report attached in Appendix A.
12. Subject to approval of recommendations 1, 2 and 3 above, to
allocate £450,000 from a combination of grant funding from
Transport for London and the Sustainable Transport and Public Realm
capital allocation for LTNs approved by Cabinet Member for
Sustainable Lambeth and Clean Air.
