Decision
1.
To approve £163,000 to
implement all aspects of the schemes which include consultations,
Traffic Order, schemes implementations and Lambeth Staff management
fees. The cost for the schemes is fully funded via grant from
Transport for London to deliver the Local Implementation Plan
(LIP). These changes will be implemented in Q2/Q3 of 2023/24
financial year.
2.
To note the Equality Impact Assessment
prepared for the purposes of this report, encapsulating the
existing experimental schemes and proposed new restrictions
(Appendix A).

To consider the performance of the two
existing experimental schemes in relation to the agreed monitoring
data as detailed in Section 2.
4.
To consider the Council’s statutory
duties under section 16 of the Traffic Management Act 2004 and
section 122 of the Road Traffic Regulation Act 1984.
5.
To consider all public responses and
objections received during the statutory consultation periods
during the operation of the Experimental Traffic Management Orders
for The Cut and Greet Street Traffic Restrictions scheme and The
Cut Parklet scheme and the Council’s response to these
representations as set out in Appendix C.
6.
Having had regard to recommendation 5 to
delegate authority to the Assistant Director, Parking, Street
Management, Commercial and Fleet for the making of traffic orders
which give permanent effect to the two Experimental Traffic Orders
known as The Cut and Greet Street Traffic Restriction scheme and
the The Cut Parklet scheme under the provisions of section 124,
Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation
Act (RTRA) 1984 and of the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996 Regulations 23 and
24.
7.
Authorise officers to carry out statutory
consultation under the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996 on the proposed traffic
restrictions in Webber Street and Ufford Street as illustrated in
Appendix B and detailed at section 2 of the report.
8.
That subject to the above approval at
recommendation 7 and having due regard to the outcome of the
consultation referred above, to agree to the implementation of
these measures under sections 6, 45, 46, 49 and 124 of and Part IV
of Schedule 9 to the Road Traffic Regulation Act 1984.
9.
That where material objections are
received during the statutory consultation process referred to at
recommendation 7, that any such objections received are considered
by way of a written report to the Assistant Director for Parking,
Street Management, Commercial and Fleet before a decision is
reached on whether or not any of the proposals will be
implemented.
10.
To exercise discretion not to hold a
public inquiry related to the proposed Permanent Traffic Order, and
that the responses received to the Experimental Traffic Orders,
including objections to the proposals, do not warrant the holding
of a public inquiry pursuant to Regulation 9 of the Local
Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996.
