Decision

1.        
To issue scheme approval for statutory consultation at a cost of
£115,000 for Phases 7, 8 and 9 of the cycle hangar programme
on the proposed installation of 252 cycle hangars in the streets
set out in Appendix A in 2023-24.
 

2.        
To authorise officers to carry out statutory consultation under
Section 6 of the Road Traffic Regulation Act 1984, in accordance
with the Local Authorities’ Traffic Orders (Procedure)
(England and Wales) Regulations 1996 on the proposals set out in
Appendix A.
 

3.        
That subject to the above approval at recommendation 1 and having
due regard to the outcome of the statutory consultation in
recommendation 2, to agree to the implementation of these measures
under sections 6, 45, 46, 49, 124 and Schedule 1 and Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984, subject to no
material objections resulting from the statutory consultation
process, but that if any such objections are received that they
will be considered by way of a separate written report to a
Director or Assistant Director of Residents Services before a
decision is reached on whether or not to make the Order.
 

4.        
To have regard to the Equality Impact Assessment prepared for the
purposes of this report (Appendix C)
 

5.        
To exercise discretion not to hold a public inquiry pursuant to
Regulation 9 of the Local Authorities Traffic Orders (Procedure)
(England and Wales) Regulations 1996.
