Decision
1.
To have regard to the Equality Impact Assessment
prepared for the purposes of the report (Appendix A).
2.
To issue scheme approval for the designs on Upper
Ground at Waterloo Bridge and on Upper Ground at Bernie Spain
Gardens, as shown on the designs in Appendix B, and to proceed to
the detailed design phase of the project.
3.
To approve the introduction of the traffic
restrictions on Upper Ground at Waterloo Bridge and on Upper Ground
at Bernie Spain Gardens set out in paragraph 2 of the report by way
of making an Experimental Traffic Management Order under Section 9,
10, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984.
4.
Subject to the above approval, to agree to the
making permanent of the restrictions on Upper Ground at Waterloo
Bridge and on Upper Ground at Bernie Spain Gardens under Sections
9, 10, 124 and Schedule 1 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984, subject to no material objections
being received within the first six months of their operation, or
within six months of any subsequent modification. To delegate
authority to the Strategic Director of Resident Services to
consider any objections that are received within the first six
months of operation of the Experimental Traffic Management Order or
within the first six months of any subsequent modification by way
of a written report before a decision is reached as to whether or
not to make the restrictions permanent, and if so, with or without
modification.
5.
Subject to the approval of recommendations 2 and 3
above, to allocate £200,000 from the Capital Investment
Programme (CIP) budget for Waterloo & South Bank Economic
Recovery: public realm investment, approved by Cabinet in July
2020, for the delivery of the Experimental Traffic Management Order
and associated works.
6.
To delegate authorisation of any modifications to
the Experimental Traffic Management Order which renders it less
restrictive to the Strategic Director of Resident Services, after
consultation with the Chief Officer of Police, without the
requirement to re-advertise the Order under Section 10(2) of the
Road Traffic Regulation Act 1984.
7.
To undertake a non-statutory consultation exercise
with local stakeholders prior to any decision being made in
relation to a permanent traffic order.
