Decision
1.
To approve £5,000 to implement all aspects of
the schemes which include consultations, Traffic Order, schemes
implementations and Lambeth Staff management fees. The cost for the
schemes is fully funded via Transport for London’s Local
Improvement Plan (LIP). Estimated start date will be August
2023.
2.
To note the Equality Impact Assessment prepared for
the purposes of this report, encapsulating both the existing
Experimental Traffic Order and the proposed new Permanent Traffic
Order (Appendix A)

To consider all public responses and objections
received for the Kennington Road and Westminster Bridge Road
schemes during the statutory consultation period of the
Experimental Traffic Management Orders and the Council’s
response to these representations.

To consider the performance of the experimental
schemes in relation to the agreed monitoring data as detailed in
Section 2
5.
To consider the Council’s statutory duties
under section 16 of the Traffic Management Act 2004 and section 122
of the Road Traffic Regulation Act 1984
6.
That the responses received to the Experimental
Traffic Orders, including objections to the proposals, do not
warrant the holding of a public inquiry
7.
That subject to recommendation 1 that further
consultation with the police, other emergency services and
neighbouring authorities to make traffic orders which give
permanent effect to the experimental traffic scheme known
as Kennington Road and Westminster
Bridge Road corridors under the provisions of section 9, 10, 124,
Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation
Act (RTRA) 1984 and of the Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996 Regulations 23 and
24

To authorise officers to carry out statutory
consultation under Section 6 of the Road Traffic Regulation Act
1984, in accordance with the Local Authorities’ Traffic
Orders (Procedure) (England and Wales) Regulations 1996 on the
proposals set out in Appendix E and detailed in section 2 of the
report
9.
That subject to the above approval at recommendation
8 and having due regard to the outcome of the consultation referred
above, to agree to the implementation of these measures under
sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the
Road Traffic Regulation Act 1984, subject to no material objections
resulting from the statutory consultation process
10.
That where material objections are received during
the statutory consultation process referred to at recommendation 9,
that any such objections received are considered by way of a
written report to the Assistant Director for Parking, Street
Management, Commercial and Fleet before a decision is reached on
whether or not any of the proposals will be implemented
11.
To exercise discretion not to hold a public inquiry
related to the Permanent Traffic Order, pursuant to Regulation 9 of
the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996
