Decision

 
1.            
To enter into a Development Agreement with Pocket Living on the
basis of the terms set out in the March 2025 CMDDR approval, save
for the amendments detailed in this report, in June 2025.
 
2.            
To approve the cost uplift of £55,054 associated with the
enhanced wheelchair user dwelling specification, funded by the
Greater London Authority’s Affordable Housing Grant or, where
Affordable Housing Grant is not secured to cover the full payment
obligation by use of S106 Payment In Lieu, paid over the financial
years 2025/2026, 2026/2027 and 2027/2028.
 
3.            
To approve the payment of up to £300,000 in Stamp Duty Land
Tax, if the Greater London Authority’s Affordable Housing
Grant is not secured to, at least, partly fund the acquisition, by
use of s106 Payment in Lieu, which is expected to occur in the
first quarter of the financial 2026/2027 year.
 
4.            
To delegate authority to the Corporate Director of Climate and
Inclusive Growth in consultation with the Director of Regeneration,
Assets and Property, the Corporate Director of Finance and the
Cabinet Member for Finance, to approve the land transactions, as
detailed in this report, following satisfaction of the conditions
precedent under the Development Agreement, which is expected to
occur in the first quarter of the financial 2026/2027
year. 
 
5.            
To approve that an appropriate transfer is made between the Housing
Revenue Account and the General Fund in relation to the disposal of
the car park.
