Decision
1.
Having considered the feedback from the public
engagement (gathered at Appendix G), to approve the proposals to
introduce Tulse Hill West Controlled Parking Zone (CPZ) and
extensions to the existing Tulse Hill and Brixton Hill CPZs as
shown in Drawing Nos. DES-CPZ-N-2034-001-01 REV A (Appendix A), which includes amendments for
Electric Vehicle (EV) recharging bays, Cycle Hangars and minor
amendments to the parking layout based on public feedback, as
described in sections two and five of this report.
2.
To authorise officers to carry out statutory
consultation in June 2025 in accordance with the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 on
proposals to introduce the Tulse Hill West CPZ scheme, operating
Monday to Friday, 10am to 4pm as shown in Drawing Nos.
DES-CPZ-N-2034-003-01 (Appendix A).

To authorise officers to carry out statutory
consultation in June 2025 in accordance with the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 on
proposals to extend the Tulse Hill ‘H’ CPZ, operating
Monday to Friday, 8.30am to 6.30pm as shown in Drawing Nos.
DES-CPZ-N-2034-003-01 (Appendix A).
4.
To authorise officers to carry out statutory
consultation in June 2025 in accordance with the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations 1996 on
proposals to extend the Brixton Hill ‘F’ CPZ scheme,
operating Monday to Friday, Noon to 2pm as shown in Drawing Nos.
DES-CPZ-N-2034-003-01 (Appendix A).
5.
To approve a spend of £10,000 to undertake the
statutory consultations referred to in recommendations two, three
and four.
6.
That subject to the approvals of recommendations
one, two, three and four and subject to no objections being
received during the statutory consultation, to agree to the
implementation of all the said proposals under Sections 6, 45, 49,
124 and Schedule 1 and Part IV of Schedule 9 of the Road Traffic
Regulation Act 1984 in November 2025.
7.
To agree that if any material objections or
representations resulting from the statutory consultation referred
to in recommendations two, three and four are received, that they
will be considered by way of a separate decision report by a
Director or Assistant Director of Resident and Enabling Services
prior to any decision being taken to implement the
proposals.
8.
To not hold a public inquiry pursuant to Regulation
9 of the Local Authorities Traffic Orders (Procedure) (England and
Wales) Regulations 1996 as it is considered that this would not
provide further information that would assist the Council in
reaching a decision in this matter at this stage.

To have regard to the Equality Impact Assessment
prepared for the purposes of this report (Appendix H).
